        1- I am pleased announce that COMO Tom Venezio has been appointed Chief Qualification Examiner Coordinator (CQEC) for First Southern. Tom is replacing Paulette Nedrow who has done an excellent job in this position for the past seven years. We sincerely appreciate Paulette’s outstanding efforts.

    2- Tom will be supported by Karl Saboda as Area Qualification Examiner Coordinator (AQEC) for SECNY-North, Eileen Christiansen, AQEC, SECLIS-North, Sal Fiore, AQEC, SECLIS-South, and Sal Ruggiero, AQEC, SECNY-South.

    3- With regard to processing Boat Crew Sign-off paperwork, no new changes have occurred.

    4- As in the past, for Currency Maintenance paperwork, the completed paperwork is retained by the member and submitted through his/her flotilla point-of-contact to the District Qualification Officer, Bill Tooker. Please be reminded that the member must present the assigned QE with Appendix F completed and signed by the member’s FSO-IS.

    5- For initial qualification, members should have their FC, FSO-MT or SO-MT request a QE through the AQEC. The requesting officer must verify that the member has met all requirements. Confirmation of completion of the following is required:
    a. TCT (8 hour)
    b. TCT (1 hour refresher)
    c. ICS 100
    d. ICS 700
    e. Form 1SR7 (Crew)
    f. BQ/AX Status
    g. ICS 200 (Coxswain/PWO)
    h. ICS 800 (Coxswain/PWO)
    i. ICS 210 or 300 (Coxswain)
    j. NAVRules 70 (Coxswain/PWO)
    k. 28 hours underway (Coxswain)
    l. Operation Policy Exam (Coxswain/PWO)

    After completion of the check ride, the assigned Qualification Examiner (QE) will submit the paperwork to the AQEC.

    SUBJ: BOAT FORCES CELL PHONE/TEXTING DEVICE POLICY

    A. U.S. COAST GUARD BOAT OPERATIONS AND TRAINING (BOAT) MANUAL VOLUME I, COMDTINST M16114.32(SERIES).

    1. PURPOSE: THE PURPOSE OF THIS MESSAGE IS TO PROVIDE FORCES UNITS GUIDANCE ON THE USE OF CELL PHONES AND TEXTING DEVICES WHILE UNDERWAY.

    2. BACKGROUND: CELL PHONES, IPHONES, AND PDAS, SUCH AS TREO DEVICES, HAVE BECOME A COMMON COMMODITY IN EVERYDAY LIFE. MOST COAST GUARD MEMBERS HAVE THEM AND, AS SUCH, AN EXPECTATION OF CONSTANT COMMUNICATION HAS DEVELOPED. HOWEVER, IT IS APPARENT THAT THESE DEVICES CAN EASILY BECOME A DISTRACTION DURING THE CONDUCT OF OPERATIONS.

    3. ACTION: THE USE OF CELL PHONES/TEXTING DEVICES AND PHONE APPLICATIONS ABOARD BOAT FORCES ASSETS IS NOT AUTHORIZED WITHOUT THE PERMISSION OF THE COXSWAIN. AT NO TIME WILL THE OPERATOR OF THE BOAT USE A CELL PHONE OR TEXTING DEVICE.

    4. THIS POLICY WILL BE INCLUDED IN THE NEXT REVISION OF REF A.

    5. A COPY OF THIS MSG SHALL BE MAINTAINED IN THE FRONT OF REF A.

  • Inflatable Lifejacket - 2008-05-22
        CG-5421 (Auxiliary) has worked a lifejacket issue with CG-5422 (Boating Safety) the last couple of days. Apparently some misinformation was passed which resulted in numerous inquiries.

    The concern was:

    The misinformation was passed at a recent Coast Guard Auxiliary meeting, where it was stated that the US Coast Guard would be withdrawing approval of inflatable lifejackets for all boats capable of going 30mph or more. In addition, concerns have been raised over the proper maintenance of these lifejackets, as well as numerous reports of malfunctions. Once this Coast Guard ruling becomes official, boaters will no longer be able to wear these inflatables under any circumstance.

    The clarification is:

    The impending changes to authorized life jackets applies only to the USCG active duty, Reserves, and Auxiliary. It says that by 2009 all life jackets authorized for purchase and use by CG personnel must be dynamic strength tested to 50mph. The Auxiliary will be less affected since the regulation will only apply to Auxiliary personnel on facilities that have the capability to exceed 35mph. It has nothing to do with the boating public or other government agencies. This is strictly an in-house upping of standards to ensure our men and women are safe conducting increasingly dangerous missions utilizing more high speed assets than ever before.

    Further more, the CG is not withdrawing approval for Inflatable Life Jackets. The CG is merely removing many types it had listed in the Rescue and Survival Systems Manual as approved for purchase and wear by CG personnel. It had about four inflatables listed and is now down to one. Again, it has nothing to do with the public.

    Please ensure this is communicated as appropriate.

  • Appointment of the District Qualification Officer - 2004-10-25
        1. It is my privilege and pleasure to announce that I have appointed PVCO Bill Tooker to the position of District Qualification Officer (DQO). He is superbly qualified for this job and his vast operational experience in the Auxiliary will help the First Southern continue our progress to better, safer and more professional operations. I am excited to have Bill on board to build upon the great work of Tom Venezio who is now the VCO.

    2. The specific job responsibilities for the DQO are spelled out in D1SRINST 16792.1, which is posted on my web page (http://diraux.d1south.org/boatforce/DQO-INST.pdf). The DQO is my direct representative for all training and qualification issues, especially as they apply to safety and professionalism.

    3. A number of other Auxiliary positions report to him including the Chief Qualification Examiner (CQEC) and the Chief Flight Examiner (CFE). These 2 critical positions and the Qualification/Currency Maintenance Coordinator (QCMC) position will be announced in the near future.

  • DISTRICT QUALIFICATION OFFICER (DQO) - 2004-10-20
  • Boat Crew Fitness Instruction 16798.3 - 2004-08-28
        The current Boat Crew Fitness Instruction 16798.3 dated March 22 2004 is hereby cancelled and replaced by D1SRINST16798.4 dated 27AUG2004.

    The only change made was a clarification in the process, specifically, those members whose fitness to perform boat crew duties is in question and are being recommended for review WILL be notified in writing.

    This process was designed to be open, honest and fair to all of our members whilst ensuring that the safest crews are put out on the water. It has come to my attention, however, that this process could possibly used to further an agenda other than boat crew performance and safety.

    Any attempt to do so will NOT be tolerated.

    Elected leadership and QE's have a responsibility to all of our members - to provide a level playing field of opportunity, to provide the best possible quality of training and to ensure that our crews are ready and able to support Team Coast Guard.
