SPECIAL TO ALL AUX BOAT CREWS AND COXSWAINS

I realize that we are winding down the boating season and there are not many occasions now in which the AUX is asked to perform safety and security zone monitoring. There have been a couple incidents over the past season however, in which AUX crews have not performed in the context spelled out below (from a posting this summer). It is incumbent upon all of us that the guidance below be followed. The ramifications of not following that guidance are potentially severe. As we prepare for our annual leadership conference - elected leaders especially, please read, understand and ensure that your members fully understand the import of what is being said here.

1. The Coast Guard continues to call on Auxiliary crews to fill a Security support to marine events (fireworks, regattas, etc.) and with the upcoming RNC, more support in this area will be needed and the task will be particularly demanding. These events will often require our crews to establish and maintain safety perimeters or "security" lines.

2. It is critically important to remember that Auxiliarists carry no Law Enforcement authority and therefore must approach this task with the utmost of patience and tact. We must be sure that our contact with the public is POSITIVE. We must be clear and direct without being insulting, rude, obnoxious or aggressive. These behaviors tend to invite conflict and can result in a dangerous situation as well as portraying the Auxiliary and the Coast Guard in a bad light.

3. When Alexander Hamilton promulgated the first "regulations" for the Revenue Cutter Service in the form of a historic letter to his officers regarding the rights and freedoms guaranteed all Americans, he was especially conscious of the heavy handed form of justice meted out by the British prior to the revolution. Hamilton charged each Officer as follows: "while I recommend in the strongest terms to the respective officers...activity, vigilance, and firmness... I feel no less solicitude that their deportment may be marked with prudence...moderation...and good temper...they will always keep in mind that their countrymen are freemen...and, as such are impatient of everything that bears the least mark of a domineering spirit. They will refrain, therefore, with the most guarded circumspection, from whatever has the semblance of haughtiness, rudeness, or insult. If obstacles occur... they will remember that they are under the particular protection of the laws and that they can meet with nothing disagreeable in the execution of their duty

4. I am extremely concerned about your well-being and about maintaining the proper image of the Coast Guard Auxiliary and the Coast Guard as getting the job done properly. In the same vain as Hamilton charged the Revenue Cutter Service, as we endeavor to continue our outstanding support to the Coast Guard in the First Southern, we need to heed his words and make them part of our thoughts and actions in the conduct of our duties.
