Subject: CG Auxiliary HF Communications
It has come to our attention that some confusion may exist among Auxiliary communicators with regard to the status of the CGAUX and DOT Memorandum of Understanding and its impact on HF operations.
Here is the current situation:
1. The MOU between the DOT and the Coast Guard Auxiliary has been terminated by the DOT, effective
October 15, 2005.
2. Auxiliarists may NOT use any of the HF frequencies assigned under that agreement.
3. The call signs issued to Auxiliary HF stations (WWJxxxx) have been rescinded and may no longer be used for any purpose by an Auxiliary station.
At the present time, the only authorized Auxiliary HF activity is by specific permission of a district commander for use of a Coast Guard frequency or frequencies by Auxiliarists. That permission is district-specific, and does not apply to Auxiliary stations in any other district.
The Telecommunications Division has been actively working with the office of the Chief Director to create and deploy our own nationwide HF program, which would be under the control of the Coast Guard and Auxiliary telecommunications, and not dependent on other agencies. We are hopeful that this will be approved in the near future, but there are a number of elements to complete to make this happen, and we have to go through the process to achieve our goals, so some patience may be required. We are striving to make this happen as quickly as possible.
The HF program and Auxiliary telecommunications as a whole are important elements of our operational capability, and key to successful deployment in emergency situations. Our telecommunications team is determined to create a structure that will support our needs and the needs of the Coast Guard and boating public.
